
Ontario’s iGaming Regulation Consolidates Its Success in 2025
Ontario’s iGaming market has matured into a competitive, fully regulated ecosystem, surpassing C$2.4 billion in revenue in 2025 and setting a benchmark for player protection and sustainable growth.
According to Bitbol, Ontario’s online gambling market has become one of the most mature and competitive regulated iGaming ecosystems in North America since its launch in April 2022. The province transitioned from a grey-market environment to a fully regulated model requiring operators to register with the Alcohol and Gaming Commission of Ontario (AGCO) and operate under agreements with iGaming Ontario (iGO).
By late 2025, the market included 50 licensed operators and 88 active gaming sites, with strong consumer protections such as KYC, AML controls, certified games, and stricter advertising rules. Online casino products remain the main growth driver, helping the market surpass C$63 billion in total wagers and C$2.4 billion in gaming revenue.
Ontario’s regulatory framework is now a benchmark for other regions, demonstrating how proper regulation can protect players, attract private operators, and support sustainable growth in the iGaming sector.
